I'm at my wits end right now I can get players in the D&D 5e game without a problem (just ones that came with FG), but when I startup a SW game it says "Downloading Files", I can see they connected in the chat, but the players FG just hangs there.

I'm running an Ultimate license of FG, and everything is working fine with e.g. the PFRPG ruleset. The current person I'm testing with has an Ultimate license of his own, but doesn't own the Starfinder Ruleset. Shouldn't he be able to join a Starfinder game when I host it?
